SUBJECT:

DISCREPANCIES BETWEEN 10 CFR PARTS 50.72 AND 73.71(c) 10 CFR Parts 50.72 and 73.71(c) describe reporting requirements for events occurring at NRC licensed activities. Specifically, Section 73.71(c) details security-related events that must be reported and the time limits for submitting such reports, while section 50.72 is broader in scope and addresses a comprehensive list of reportable conditions, including safeguards and security events.

A licensee representative brought to our attention discrepancies in these l sections of the rule. First, whereas 550.72 re' quires telephonic notification l within one hour of 'the discovery of any of the cited conditions, 573.71(c) specifies several different reporting periods commensurate with the decreasing seriousness of the event. Second, 550.72 requires that all reports be submitted to the NRC Operations Center, a continuously staffed location, whereas E73.71(c) requires reporting to the Regional Director, by telephone.

This is to request that you detemine what revisions are necessary to eliminate these inconsistencies and take appropriate actions as soon as feasible. If possible, it may be advantageous to make these changes at the time of the current revision to 10 CFR 50.72.
