Dear Mr. Thomas:

Transmitted herewith is Application for Amendment No. 15 to The University of Kansas Facility Operating License No. R-78, Docket No. 50-148. This application is submitted pursuant to 10 CFR 50.90.

The University has terminated operations of its nuclear reactor facility and requests that its existing operating license be amended to authorize " possession only" status. We intend eventually to decommission the facility and approval of this application will provide assurance that the remnants of the reactor facility can be safely maintained for an indefinite period of time during which further planning and preparation for de-commissioning can be accomplished.

All nuclear fuel has been shipped off site. As a result, there is no need to maintain the physical security plan as required by the current license. Although deletion of the security plan is included in our application for amendment, it would be most helpful if we could be granted relief from the security requirement as soon as possible, prior to final approval of the requested amendment.

In the application we have stated that activated structural elements and ion exchange resin have been disposed of. We are anticipating just a bit here. These materials have been packed for radioactive disposal but will not actually be shipped for a month or two.
