Dear Sir:

Our Technical Specifications require that we verify the reactor power level quarterly by irradiation of a Co-60 foil. The irradiation of the foil was delayed beyond the end of the first quarter which ended March 31 because the reactor was inoperable. We were experiencing difficulties with transients causing spurious scram signals on Period A and B channels.

The difficulty has since been corrected. The foil was irradiated at the first opportunity April 13th. The Nuclear Reactor Committee reviewed the situation at its meeting May 5th.
