Dear Mr. Madsen:

I wish to reply to your letter of March 25 advising us that we appeared to be in violation of the technical specifications in the operation of our nuclear reactor. The technical specifications state that a nuclear engineer is to be a member of the Committee on Radiation Sources, but the present committee does not include such a member.

The Committee on Radiation Sources operates primarily under our state ,

license to oversee the use of radiation sources on campus. In 1980, we applied for a revision of both our State license and our tecFnical specifications. It never occurred to us that even after three years we would still have no action taken on the latter, but we were obligated to make the change we proposed for the former.

As a solution to the problem, we are informing our state authorities of our problem asking approval for a change. Our intention is to have Russell Mesler, who is on our reacter staff, be a member of the Comittee on Radiation Sources.

Our Radiation Safety Officer believes the appointment can be made by May 1 at which time we will be in full compliance. If our new technical specifications are approved before that, then we will be in compliance sooner. Our new technical specification will make a reoccurence impossible.
