Dear Mr. Madsen:

Our Nuclear Reactor Committee has reviewed the two notices of violation resulting from the inspection of January 18-20, 1982'and wishes to respond as follows.

The procedure for calibration of the Jordan Area Monitors approved by the Nuclear Reactor Comittee leaves some discretion to persons doing the calibration in achieving the necessary radiation field. This is necessary because of a variation in the calibration sources that are available. 'he report entitled " Calibration of Jordan Area Monitors" dated rc tober 31, 1980 is not a calibration procedure but instead is the report of the calibration describing the choice of source utilized in achieving the radiation fields. The report makes it clear to the Comittee that the approved procedures were used in the calibration.

In the Committee's opinion, the calibration of the Jordan Area Monitors was never a violation but certainly ceased to be one with its approva? on March 4 of the report on the calibration. If we were ever in non-compliance, we achieved full compliance on March 4.

When the inspector arrived to make his inspection, he was ushered into the reactor operator room by the building janitor when it was clear to the janitor that he had business with the reactor operator.

This was counter not only to the procedures of the nuclear reactor

, staff, but to general instructions given to all housekeeping staff.

The housekeeping staff is instructed never to let anyone into a locked room or building for any reason. The supervisor of housekeeping is 8205140321 820310 --
