Dear Mr. Purray:
I am responding to your letter dated March 10, 1989, in which the
transfer to Kansas State University, seemingly without appropriate
documentation, of 2 grams of encapsulated special nuclear material is
addressed as a violation.
Although the University of Kansas Radiation Safety Service was not able
to locate documentation of the appropriate KSU license in its records, it is
the recollection of the Radiation Safety Officer, Ben Friesen, that the
documentation was exchanged at the time of the transfer. It has always been
I the practice of the Service to obtain documentation before shipping or a
releasing radioactive materials, including special nuclear materials. This i
responsibility is taken seriously, and the Service has in its files the
documentation for all other transfers.
,
The KU Service responded immediately to the discovery that the i
!
documentation for that particular transfer could not be located, and it now
possesses the required documentation that KSU has and did have the license to
possess and use radioactive and special nuclear materials. A copy of the
applicable portions of the KSU license is encbsed, as is a copy of the ,
assurance from the KSV Radiation Officer that possession limits were not '
l
. exceeded.
l
l The KU Radiation Safety Service already requires the receipt of
documentation before the shipment or transfer of licensed materials, including i
special nuclear materials. The Service has, in addition, created a checklist
l- (a copy of which is enclosed) that must be completed before the transfer of
any special nuclear materials. This checklist will remind those involved of "
the requirements and will specify where the documentation will be filed.
