Gentlemen:

This refers to the inspection conducted by Mr. Russell Wise of this office

during the period September 11-12, 1986, of activities authorized by NRC

Operating License R-78 for the University of Kansas Nuclear Reactor Facility,

and to the discussion of our findings with members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included reactor operations, emergency

plan, and physical security plan. Within these areas, the inspection consisted

of selective examination of procedures and representative records, interviews

with personnel, and observations by the NRC inspector. The inspection findings

are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities appeared

to be in violation of NRC requirements. Paragraphs 3, 16.f, 16.g, and 20.b of

the enclosed inspection report provide details of the apparent violations. As

discussed in the telephone conversation of October 30, 1986, with Dr. Harold

Rosson, we have scheduled an enforcement conference in our office on November 4,

1986, to discuss these apparent violations, the reason for the occurrence, and

your corrective actions. We will also discuss any enforcement options, if

appropriate.

The material enclosed as an Attachment to the Appendix herewith contains

Safeguards Information as defined by 10 CFR 73.21 and its disclosure to

unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act

of 1954, as amended. Therefore, the material in the Attachment to the Appendix

will not be placed in the Public Document Room.

The enclosed report is not subject to the clearance procedures of the Office of-

Management and Budget as required by the Paperwork Reduction Act of 1980,

PL 96-511.
