CATAWBA NUCLEAR STATION - STAFF POSITION AND REQUEST FOR ADDITIONAL INFORMATION ON AMENDMENT REQUEST REGARDING PRESSURE TEMPERATURE LIMITS (TAC NOS. M99629 AND M99630)

Dear Mr. Peterson:

By letter dated September 15,1997, you submitted an amendment request to revise the Technical Specifications on reactor vessel temperature versus pressure limits. By letter dated March 5,1998, you provided additional information in response to the staff's request for additional information (RAl) dated February 6,1998. The staff has reviewed your submittals, and finds that additional information is needed. The staff also takes a position regarding low-temperature overpressure protection as delineated in the enclosed RAl. Consequently, you may respond in accordance with the staff's position, or request an appeal meeting in accordance with NRR Office Letter No. 903. Either way you choose to respond, please do so expeditiously to support the implementation schedule you stated in your March 5,1998, letter.

Staff Position and Reauest for Additional Information Catawba Nuclear Station. Units 1 and 2 Prooosed Amendment on Pressure Versus Temocrature Limits

1. Regarding restrictions assumed in Duke Energy Corporation's (Duke's) low-temperature overpressure protection (LTOP) analyses, Duke's submittal of September 15,1997, as supplemented by letter dated March 5,1998, did not address such in the Catawba Technical Specifications. These are as follows:
a. Restrictions on accumulator discharge valves.
b. Restrictions on pumps capable of injecting into the reactor coolant system for the entire LTOP range.
c. Lowest temperature justified per LTOP analysis.

It is the staff's position that the proposed amendment cannot be approved unless Duke also proposes LTOP requirements to reflect the above restrictions.

2. Does Duke's analysis depend on restrictions on the number of reactor coolant pumps operable during different temperature ranges 7 if so, it is the staff's position that appropriate requirements must be added to the Technical Specifications.
3. According to Duke's March 5,1998, letter, a boltup temperature of 60 degrees Fahrenheit (60*F) was calculated. However, Duke further stated that "with incorporation of the proposed P/T [ pressure-temperature) curves, there will be a need to require that the minimum temperature during LTOP mode be no lower than 66*F on Unit 1 and 65'F on Unit 2. These numbers are based on the peak pressure from the limiting steady state condition mass addition transient from an NI pump, with no NC pumps running." Do the 66'F and 65'F temperatures discussed account for temperature instrument uncertainties? j
4. Provide a table with the extrapolated values of the pressure temperature limits used for i the LTOP analyses and the value of each term (e.g., overshoot, instrument uncertainty, etc.) used in the calculation of the 400 psig power-operated relief valve lift setpoint.
