Based on the information detailed in the March 25,1998, submittal, the Commission has concluded that your proposed attemative would provide an acceptable level of quality and safety. Pursuant to 10 CFR 50.55a(a)(3)(i), the modified commitment proposed in your letter dated March 25,1998, is authorized.

The staff's evaluation and conclusion are contained in the Enclosure.

The staff has cornpleted its evaluation of this matter and TAC Nos. M96679 and M96680 are being closed.
