Changes to SNEC Facility Emergency Plan Operating License No. DPR-4 Docket No. 50-146 f

The SNEC Facility does not contain any irradiated fuel, which was removed in 1972. In addition, the reactor and other major components have been removed from the site. <

Therefore, many of the requirements of 10 CFR 50.47 and Appendix E to 10 CFR 50 do not apply. However, paragraph 2C of the Saxton license states:"This license shall be j deemed to contain and be subject to... Sections 50.54 and 50.59 of Part 5010 CFR." j i

The attachments to this letter summarize a series of four revisions that have i;een made to I the SNEC Emergency Response Procedure and Emergency Plan since April 8,1997.

Prior to implementation each change was subjected to a review in accordance with the criteria of 10 CFR 50.59. The changes were not, however, forwarded to the NRC i

Document Control Desk as required by 10 CFR 50.54(q).

management and departmental titles to reflect changes in organizational structure. Also j included are changes to the Emergency Notification Protocol listing. Additional changes were made to the procedure to increase the effectiveness of the program during

emergencies.

The changes, both individually and in total, have been reviewed in accordance with 10 CFR 50.54 (q). The changes are primarily administrative and editorial in nature and '

do not reduce the effectiveness of the plan. GPU Nuclear regrets the oversight and has i "

taken measures to preclude recurrence.

l Description of Emergency Plan Changes:

  • Changed the procedure number prefix from 6675 to 6575 to reflect current responsible office.

I e . Table of contents has been added for quick reference.

. Procedure has been rewritten to make each section for the various emergency type scenarios more stand-alone and to make procedure more reader friendly.

  • Numerous changes included to reflect current site conditions (e.g., site manned 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> per week or more vs. quarterly inspections). Instructions added for emergency scenarios, which occur during normal working hours /when the site is manned.
  • Definitions have been included for " Authorized Company Representative", " Radiologically Qualified j individual", and " Radiological Event". l e Company name changes have been incorporated and management and departmental titles changed to reflect cunent organizational structures.
  • Changes made to note relocation of dispatch personnel from Altoona to Johnstown, Pennsylvania.
  • Added new section on handling contaminated injured personnel requiring off site medical attention.
  • Added new section to outline requirements for handling a contaminated / injured man emergency scenario.

. Added Emergency Response Kit, contents and inventory requirements (Exhibit 1).

e Updated the SNEC Facility Incident Report form (Exhibit 2).

  • Updated hospital notification listing (Exhibit 5).

e Telephone number / notification protocol requirements have been updated.

.* Instructions added for high sump level alarm.

. Chang:s were made to remove unnecessary information already included in other GPU Nuclear documents.
