UNUSUAL EVENT - B0MB THREAT At Approximately 10:45 a.m. (PDT), the' Rancho Seco Security Department received information that three separate local television stations (Channels 3~,10, and 13) had i each been telephoned by a male who indicated that he intended to blow up Rancho Seco..

No date, time, location or reason was specified. The Security Department declared a security alert and increased their surveillance activity of all persons and vehicles

. entering the protected area. At 11:42 a.m., the station sieclared an Unusual Event. : The Sacramento County Sheriff's.0ffice had been notified, and the licensee'has increased surveillance activities of all personnel and vehicles entering the protected area. The licensee searched common-user areas inside the protected area and did not' identify any unusual activity.

The licensee initially notified the NRC via the ENS line approximately 11:35 a.m., and j again at_ noon, September 23, 1987.

Rancho Seco has been in a cold shutdown condition since December 26, 1985.

f Local news media coverage has occurred. Region V (San Francisco) received 1 notification of this event from the resident inspector at 11:20 a.m. (PDT) on September 23, 1987.
