i Gentlemen:

Attached is a proposed Technical Specification amendment for Zion Nuclear Power Station, License Nos. DPR-39 and DPR-48. The proposed amendment addresses Sections 3.1 and 4.1 " Reactor Protection System".

The purpose of this revision is to demonstrate compliance with NRC Generic Letter 85-09, entitled " Technical Specifications for Generic Letter 83-28, Item 4.3". The proposed Technical Specification change involves additions and clarifications to Tables 3.1-1 and 4.1-1 to address operability and surveillance requirements for Reactor Protection Channels. Specifically, this

. proposed amendment will change and/or clarify the operability and surveillance requirements for the following functions: 1) Manual Reactor Trip; 2)

Automatic Reactor Trip Logic; and 3) Reactor Trip and Bypass Breakers.

A summary of the changes is provided below.

1) Iahle13-L_page_30 Line_3 The line is changed to correct a spelling error. l
2) Jable 3.1-1. pAgas_3L3nd_32 dine _2. Land _ explanation of ED _fontaole The description of the Reactor Protection Channel has been changed ,

from " Automatic Reactor Trip Logic" to " Automatic Reactor Trip Logic, Including Reactor Trip Breakers". The change reflects the request of NRR technical reviewers regarding reactor trip logic, and is closely

, patterned after similar requirements in effect at Ginna. The (#)

! footnote has been added to clarify the appropriate action if one of l the diverse trip features is inoperable. This footnote is worded in accordance with Generic Letter 85-09.

3) lable_4J-1mpage_35mLtne 1 A note has been added to the " Remarks" column of Line 1 to address OPERABILITY of the undervoltage and shunt trip circuits, of the reactor trip breakers in addition to the OPERABILITY requirement of l the reactor bypass breaker circuit. These remarks closely parallel the guidance contained in Generic Letter 85-09.
