Dear Mr. Martin:

This letter is to advise you of recent organizational changes within the ,

Cintichem operation and to update you regarding the actions currently being I taken to strengthen the Radiation Safety Program at our Sterling Forest, New York site. ]

On April 15,1987, Mr. David J. Gallaher replaced Mr. W. W. Rudley as the President of Cintichem, Inc. Mr. Gallaher assumes this role with over 14 years of operations management experience within the Medi-Physics, Inc. and floffmann-La Roche Inc. organizations. IIaving previously had direct responsi-bility for all operations, including regulatory compliance, at several Medi-Physics, Inc. Radiopharmaceutical Manufacturing Facilities, Mr. Gallaher brings to his new position a keen awareness of the criticci need to assure that our health physics programs are closely monitored by upper management and of the highest caliber at all times.

M r. Cliff Konnerth, Manager, Site Operations, has left the Cintichem organization and has been replaced by Mr. Terry Vaughn effective May 11, 1987. As Manager of Health Safety, Environmental Affairs and RSO, Mr.

Vaughn has assumed direct responsibility for the Cintichem Radiation Safety Program. Over the past 15 years, Mr. Vaughn has held the position of Radiation Safety Officer at three of Medi-Physics' Radiopharmaceutical Facilities and brings to his new assignment not only the required professional credentials but also the managerial skills which I feel are necessary to administer the kind of progressive Radiation Safety Program we desire and need to have at our Sterling Forest site.

Over the past three months, Mr. Gallaher has met extensively with management at Sterling Forest to review and discuss the actions being taken to address the issues raised by the NRC and to reshape and strengthen the Sterling Forest Radiation Safety Program in general. Additionally, during that period Mr.

Gallaher and I have performed formal audita of the progress being made in addressing the specific points raised during recent NRC inspections. Based on these audits, I believe that aggressive steps have been taken and significant progress made regarding the concerns raised by your Agency.

Efforts to date have primarily focused on improving radiation exposure surveillance, employee radiation safety training, establishment of investigation j action levels, improvement in survey procedures and documentation, communi- f eation of ALARA principles and policy, beta exposure calibration, review and documentation of all health physics procedures and the updating of our employee Radiation Safety Manual. j 1

In my view, these actions have not only resulted in immediate improvements, i but have also established a foundation upon which the Sterling Forest Radiation  !

Safety Program will continue to be enhanced and strengthened.
