USNRC Letter 50-54 dated May 18, 1989 Your letter, referenced above, requested a status report on a list of open NRC inspection items. We have reviewed the list and we believe that we have documentation to indicate that, except for a few, the items should have been closed or warrant closure at the next inspection.

The few items that we have not resolved according to our records, along with our schedule for completion are as follows:

NOTE 1: This item is very general and difficult to identify an end point. We have had recent discussions with the NRC about the appropriate level and detail of procedures for assuring safety and reliability of ope rations . Our procedures manuals have been under development for more  !

than 20 years and continue to grow as needs are identified.

NOTE 2: The open item that was identified as 80-CI-14 we believe should have Lead 77-CI-14. This item is among the open items that had been completed according to our records.

We had also committed to develop a policy or plant regulation regarding the control of changes and maintenance on important equipment. We will develop a regulation governing such equipment that will:

o Segregate and identify equipment into two categories, i e.:

1. that are necessary for reactor control and safety, that are required for engineered safeguards and that are required for radiation monitoring.
2. that are necessary for operational reliability.

o Control calibration (where necessary) and testing o Limit changes o Control preventive or corrective maintenance o Establish administrative control for making changes to the calibration, maintenance and repair program.

These regulations will be incorporated into appropriate plant operating procedures by July 31, 1989.
