Dear-Mr. Michaels:

Cintichem received your February 5, 1990 letter reprding - changes to our: physical security plan.. < The letter requested a technical response addressing security changes within thirty days. of our receipt. of the:

letter.

Cintichem also received:a non-related February 13, 1990 order-f rom. -the NRC ' modifying our license and requiring a continued reactor shutdown.

On March 31st Cintichem made the decision to decommission -

our-plant and is preceding expeditiously toward this goal.

' On February 21,- Cintichem requested from the NRC a 90 day extension -

d from: the NRC's zFebruary 5th letter requirements,, in which they-

-requested.a.30 day response.

This 90 day extension was granted ~by - the 1

-NRCr in their. letter of March 7, 1990.

Cintichem. is - now ective in its pre-decommissioning mode and' plans to ship all_ of _ its new and spent fuel off site as soon-- as possible.

We-will be able to ship this fuel under our. existing licenses.

Also-the core wi.11-be defueled in May, again under;our existing license.

i Due ~ to the above circumstances, Cintichem does : not see the. need to j.

. proceed into a long ' term security upgrnde.

By the time the security upgrades.were planned, approved, and -implemented, the fuel will be off site.

Cintichem hereby, requests that the NRC' requested changes to our a

f acility ' Physical. Security Plan ref erenced in your February 5, 1990 letter be rescinded by the NRC.
