Dear Mr. Director:

Cintichem, in September 1986, petitioned the NRC for a unique purpose exemption from low enriched uranium conversion via 10 CFR 50.64 c (1).

The NRC is presently reviewing this petition, with an answer not expected until after March 27, 1988.

Paragraph c(2) of 10 CFR 50.64 requires all licensees to submit a low enriched uranium conversion schedule by March 27, 1988.

10 CFR c(2)ii, though, allows a licensee to meet this requirement by submitting a statement that the Federal Government will not fund the licensee for this conversion.

Cintichem therefore submits to you the attached Department of Energy February 29, 1988 letter stating that there will be no Federal LEU conversion funding made available to Cintichem during fiscal year 1988.
