CINTICHEM, INC. REPLY TO INSPECTION REPORT NO. 70-687/88-02 Deer Mr. BelIamy:

Pursuant to the Notice of Ylolation Docket No.70-687 this correspondence details the corrective actions taken by Cintichem, Inc. to correct the two identified violations from the special radiol ogical controls i nspection conducted by Mr. R. L. Nimitz on March 17-18, 1988.

Y10L ATION A:

10 CFR 19.12, Instructions to Workers, req ui res, in part, that all Individuals working in a restricted area be instructed in precautions or procedures to minimize exposure and in the purposes and f unctions of protective deylces employed.

Contrary to the above, an Individual, working in the licensee's restricted area during the period February 26 - March 3, 1988, was provided inadequate Instruction in precautions to minimize contamination of his person and in the f unction and purpose of personnel contamination monitors which the Individual used.

As a resvit, the Individual left the facility with an estimated 200,000 disintegrations per minute of radioactive material on his lef t shoe.

CINTIOiEM RESPONSE:

1 Cintichem has improved our overall radiation safety training program to assure compliance with the requirements of 10 CFR 19.

Special emphasis has been placed upon personnel contamination monitoring for all employees, contractors, and visitors at Cintichem.

Appropriate equipment has been purchased to hel p assure that personnel contamination monitoring, detection, and control meets current industry standards and compi les wIth regul story requirements.

10 CFR 20.201, Surveys, requi res,. In part, in Section (b), that each

.I I censee sh al l make or cause to be made such surveys as (1) may be necessary to comply with the regul ations in this part and (2) are reasonable under the circumstances to evaluate the extent of radiation hazards that maf be present.

10 CFR 20.201 (a) defines a survey as an evaluation of the radiation hazards incidont to, among other matters, the presence of radioactive materi al s and when appropriate includes measurements of concentrations of radioactive material present.

Contrary to the abova, measur ements of the concentrations of airborne radioactivity present were not made during replacement of a viewing window In Hot Cel l No. I on February 27, 1988.

The measurements were necessary to comply with the regulations in 10 CFR 20.103 and were reasonable under the circumstances to evaluate the extent of radiation hazards that may be present.

CINTICHEM RESPONSE:

Cintichem has implemented appropriate breathing zone air sampling in those areas where such airborne measurements are necessary to comply with 10 CFR 20.103 and where it is reasonable to eval uate such airborne hazards in our work place.

Specifically, all work inside our hot cells will be moni tored through the use of breathing z one air sampl ing techniques to assure radiation hazards associated with :At celi work are detected and ev al uated to assure continued prevention or exposure to alrborne radioactivity.

!t had been our practice to monitor the air entering the space to assure a clean air environment was maintained while work was in progress.

This was proven to be ef fective through bloassays on workers immediately f ol low ing such operations.

This addition of breathing zone air sampling will add assurance tha t exposure is prevented.

The above responses to t'he two violations have been implemented as of the date of this correspondence and will prevent f urther violations in these areas.

In addition, continued vigliance by the Health Physics Staf f wl!! help assure that our work place is maintained in compilence with regul atory req ui rements.
