FMiraglia M This letter contains the status of our investigation related to the concerns expressed in your 10 CFR Part 2.206 Petition dated February 25, 1987. Your l petition requested the Nuclear Regulatory Comission (NRC) to order the Sacramento Municipal Utility District (SMUD) to show cause why the Rancho Seco Nuclear Generating Station should not be prevented from restarting until a complete check of all cables is undertaken or, in the alternative why Rancho Seco should not be shutdown.

At the present time, a dedicated task group, formed by SMUD, is working to recolve the cable related problems. The NRC has assigned a project engineer with supporting personnel to monitor the SMUD effort and to provide an independent assessment of the extent of the problems and the adequacy of the resolutions being proposed by SMUD. We expect to complete our assessment by November 1987.

In the interim, the NRC has identified the resolution of the cable issue as one of the restart prerequisites. This means that we will not permit Rancho Seco to restart until the safety concerns associated with the plant cables are resolved.
