The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date. l l

AREA ARRESTS FOR SALE OF UKUGS (UPDATE)

On June 17, 1987, Region V reported that the Sacramento Narcotics Task Force arrested 6 persons involved in the possession, sale and use of cocaine. Two of those arrested were employed at Rancho Seco as utility clerk and utility helper. The utility clerk was released on $50,000 bond and the utility helper was released on his own recognizance.

These two employees are in the process of being terminated. Following these off-site arrests, the licensee interviewed a total of 36 Rancho Seco employees (which includes the tuo employees previously arrested) concerning their past involvement with drugs.

The basis for these interviews was information obtained from members of the Task Force plus information obtained from the interviews of the two arrested employees. The status of the 36 employees is as follows:

SMUD Licensee Employees: 14 employees are in the process of being terminated, and 5 additional employees will receive a 15 day suspension and referral to the SMUD Drug Rehabilitation Program. Two additional employees have not completed their interviews.

The 14 licensee employees consist of: 6 custodial personnel, 4 clerical personnel, 2 craft personnel and 2 engineers (1 project and 1 associate engineer). The 5 additional employees consist of: 1 custodial worker, 3 clerical personnel and 1 craft worker.

Contract Employees: 8 employees are in the process of being terminated, and one additional employee has not completed his interview. The 8 employees consist of: 4 craft personnel, 2 clerical personnel, I health physics technician, and 1 engineer.

Additionally, six employees, upon being interviewed, were cleared of all drug related matters and returned to work.

The licensee reported that there is no indication that QA, I&C Technicians, Security Officers or operations personnel (including licensed operators) were involved. However, during recent interviews, the above identified SMUD project engineer and associate engineer admitted to using and/or selling drugs both on and off site. The licensee's .

investigation coltinues. i Rancho Seco has been in a cold shutdown since December 16, 1985.

The licensee anticipates a press conference next week concerning events related to this drug investigation.
