Licensee Actions on Previously-Identified Items On February 25, 1987, the inspector met with licensee Emergency Preparedness personnel to discuss and evaluate actions planned or accomplished in response to the two Violations contained in Report No. 50-461/87003, which documented the observation and evaluation of the full participation emergency preparedness exercise held on January 13, 1987. As the licensee has not formally responded to the Notice of Violation, this inspection does not constitute final acceptance of the licensee's corrective actions or their implementatio In response to Violation 461/87003-01, related to the delayed declaration of a General Emergency, the licensee has revised procedure EC-02, Emergency Classification, to make it clear that a General Emergency condition may be entered prior to a perceived threat to the containment building. The procedure change itself is presently in place, via an Advance Change Notice, which goes to all holders of controlled copies of the procedure. A revised training procedure (Lesson Plan No. 11002, Revision 3) has been developed to incorporate the procedure change, and train personnel accordingly. All personnel in a decision-making position were placed on priority to receive the revised training, and completion of their retraining was projected for February 28, 198 In addition to the above actions, the licensee has issued Emergency Planning Bulletin 87-01 (dated February 19,1987) which advises recipients of the change to EC-02, and provides some of the background as to the chang In response to Violation 461/87003, related to contamination procedures in the Emergency Operations Facility Environmental Laboratory, the licensee had reviewed the pertinent laboratory and sampling procedures

Public Meeting A public meeting was held at the Clinton Visitor's Center at 7:00 p.m. on February 25, 1987. At this meeting, representatives from The Federal Emergency Management Administration, NRC, Illinois Department of Nuclear Safety (IDNS), Illinois Emergency Services and Disaster Agency (ESDA),

and DeWitt county emergency response personnel made presentations outlining the functions and determinations made by their. agencies relative to the Clinton statio . Exit Interview Due to the limited scope and timing of this inspection, no formal exit interview was held. The findings of the inspection were discussed with the licensee's Supervisor of Emergency Preparedness.
