Licensee Action on Previous Inspection Findings a.

(Closed) Open Item 50-461/85011-01:

Licensee committed to having seven radiation chemistry technicians (RCTs) complete all (36)

qualification cards by 5% power.

This was amended in a January 17, 1987, telecon between Region III and the licensee to provide that six RCTs complete the qualification card on the Post Accident Sampling System (PASS). The inspector's review of the actual records for the RCTs showed that the commitment had been met; nine of the twelve RCTs had completed the 35 cards for general laboratory work; the other three hired within the last year, are partially qualified.

An additional card (the 36th) for the qualification of PASS operators for emergency operations is discussed in Section 2c. This item is considered closed.

(Closed) Open Item 50-461/86011-02:

Licensee to fully implement QA/QC Procedure CPS No. 6000.01, " Quality of Chemistry Activities,"

within six months after FLOL. This procedure, as revised since the previous inspection (Revision 3, November 26,1986), appeared to provide the basis for a good QA/QC program. The inspector reviewed the implementation of the program in the laboratory.

The licensee had control charts for most of the analyses, including chloride, fluoride and sulfate by ion chromatography, silica by UV-spectro-photometry, and iron by atomic absorption spectrophotometry (AAS).

Because the AAS analyses had only recently been started, only a few points were on the control charts, and they were only for iron, which the Chemist believed sufficient to control the AAS machine. Control charts were not used for control of the boron analyses for the Standby Liquid Control Tank, an analysis which they did infrequently (usually only once a month). The analysts used independent control standards for many of the analyses, including the boron for which the sodium hydroxide for the titration of the boron was standardized against an acid standard, and the method was checked against a boron control standard.

The laboratory had an interlaboratory comparison program with a vendor (ERA) testing laboratory performance and an intralaboratory program for the RCTs for various analyses, including boron, chloride by IC, iron, silica, pH, and conductivity.

From an initial examination, the results appeared to be good. The QA program will be followed in more detail in subsequent chemistry inspections.

(Closed) Open Item 87002-01: The licensee will have six operators and three Team Leaders qualified to operate the PASS by April 1, 1987. The licensee has six trained and qualified PASS operators who have completed their qualification records. However, since one operator is now in the Training Department (but still available for

emergencies), another RCT, who has completed his PASS training,

,

except for actual hands-on operation of the system, will be qualified when the PASS becomes operational about April 20, 1987.

technical staff professional personnel are also trained to act as PASS team leaders to improve management participation and leadership and to increase.the depth of the organization by providing more than the minimum number of qualified personnel for the PASS operations.

The inspector verified that the qualification records are complete i

for both the RCT operators and the team leaders. The licensee has met the commitment to provide an adequate number of qualified personnel to operate the PASS. This item is closed.

Management Controls, Organization and Training The inspector reviewed the training of plant personnel under the Chemical Control Program to limit and control chemical usage in the plant. This program has been implemented as a 15-minute presentation to general plant employees (in the GET) and a 2-hour presentation to over 600 employees and contractor personnel classified as radiation workers. The course appeared to cover the groups that would be most likely to use chemicals in the plant, such as maintenance workers (mechanics and janitors), who constituted about 25% of the attendees. Additionally, another course on

oil spills is being planned for mechanics in mid May 1987. These courses

are an important part of plant maintenance.

No violations or deviations were identified.

Exit Interview The scope and findings of the inspection discussed in Sections 2 and 3 were reviewed with licensee representatives (Section 1) at the conclusion of the inspection on April 10, 1987.

During the exit interview, the inspectors discussed the likely informational content of the inspection report with regard to documents or processes reviewed by the inspector during the inspection.

Licensee representatives did not identify any such documents or processes as proprietary.
