NOTICE OF VIOLATION lilinois Power Company Docket No.: 50-461 Clinton Power Station License No.: NPF-62 During an NRC inspection conducted between August 19 and October 1,1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600 (60 FR 34381; June 30,1995), the violation is listed below:

Technical Specification 5.4.1.a requires that written procedures be established, implemented, and maintained covering the activities recommended in Regulatory Guide 1.33," Quality Assurance Program Requirements," Revision 2, Appendix A, 4 " Typical Procedures for Pressurized Water Reactors and Boiling Water Reactors,"

February 1978.

Regulatory Guide 1.33, Appendix A, item 1.b recommends the licensee develop procedures addressing the authorities and responsibilities for safe operation and shutdown.

Section 8.2, " Alarm Response Main Control Room," of Procedure 1401.15, " Alarm and Transient Response," a procedure within the scope of item 1.b of Regulatory .

Guide 1.33, requires, in part, that the operator responding to an alarming annunciator announce the annunciator, and whether it is expected, to the control room supervisor.

Contrary to the above, on September 9,1998, the operator responding to an alarming annunciator on the area radiation monitoring system did not announce the annunciator, and whether it was expected, to the control room supervisor.

This is a Severity Level IV violation (Supplement I).

If you should choose to respond to this vietation, you should submit a written statement or explanation to the U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region Ill, and a copy to the NRC Resident inspector at the facility that is the subject cf this Notice, within 30 days of the date of the letter transmitting this Notice of Violation. This reply should be clearly marked as a

" Reply to a Notice of Violation." Your response may reference or include previous docketed correspondence if you so choose.

If you contest this enforcement action, you should also provide a copy of your response to the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, D. C. 20555-0001.
