Dear Mr. Shafer:
This is in reference to the routine safety inspection conducted by Mr. R.A.
Paul of your office during June 19-26, 1986, of activities at the Michigan State University "TRIGA" Reactor authorized by NRC operating license No.
R-114 and to the discussion of findings with Dr. B.W. Wilkinson and others of the staff at the conclusion of the inspection.
With reference to questions raised about the radiation calibrations of the area radiation monitor (ARM) 1981 present and identified in Section 12 of your report, the following conclusions have been drawn:
- 1. Mr. Guy Thompson, a health physicist, has been advised that calibration records about which Mr. Paul expressed a concern are evidence that Mr. Thompson failed to assure that radiation monitor
.alibration records were maintained in a proper manner. Mr.
Thompson will received appropricte disciplinary action. In the meantime, actions have been taken to assure that proper records will be maintained in the future.
- 2. We are enclosing corrected calibration records for the ARM instru-ments covering the period 1981-date. These corrections were necessitated by discrepancies made in the original radiation calculations at the distances shown.
- 3. A 162 millicurie cesium-137, NBS traceable radiation survey instrument calibration source will be used for all area radiation survey meter calibrations. This source has been designed for calibration purposes and has built in calibrated attenuators to minimize source-detector distances necessary to achieve the desired ranges. This is an alternative to the use of several sources for various calibration ranges. ,
