ACCEPTANCE OF EMEPGENCY PLAN The staff of the U. S. Nuclear Pegulatory Comnission (NRC) has completed its review and evaluation of tha revised emergency plan for Michigan State University that you submitted on October 17, 1984, in compliance with 10 CFR 50.54(q) and (r). The plan was reviewed against the requirenents of Annandix E to 10 CFP Part 50, the guidance criteria set forth in Revision 1 to Regulatory Guide ?.6 ard ANSI /ANS-15.16-1982, "Erercercy Planning for Research Reactors."
The staff review is discussed in the enclosed evaluation. Based on this ,
review, the staff concludes that the emergency plan for the Michigan State University reactor facility meets the requirements of the renulations and satisfies the cuidelir.es provided to you with one exception. In accordance with ANSI /ANS 15.16 (1982), annual on-site energency drills should be conducted as action drills. Please modify your plan to reflect this. Your emergency plan is approved on the condition that you make this change.
We reonest that you begin to implenent your emergency plan immediately, with full implementation to be accomplished within 120 days of the date of this letter. Furthermore, you are rencested to inform us in writing that you have made the requested change and the dete on which complete implenentation of the plan is achieved. You also should subnit the appropriate revisions to the plan reflecting the change.
