This refers to activities authorized by Nuclear Regulatory Connission Reactor Operating License No. R-114.
During an onsite inspection conducted by R. A. Paul of this office on June 19-20, 1986, of activities at the Michigan State University TRIGA reactor, we identified discrepancies in your area radiation monitor calibration records for the years 1981 through 1984. Those discrepancies caused us to question the validity of the calibrations.
Your responses dated August 5 and September 8, 1986, acknowledged that your calibration records in question were improperly maintained and that errors existed in the calibration calculations performed by your personnel. Your responses have not, however, comprehensively addressed the significance of the calibration discrepancies.
In order that we can assure that your licensed activities are being performed in compliance with your license requirements, we require additional infonnation concerning your licensed activities.
Accordingly, to enable us to determine whether or not the Michigan State University license should be modified, suspended, or revoked, you are requested, pursuant to the provisions of 10 CFR 50.54(f), to evaluate and adoress the following:
1.
Inasmuch as reactor area radiation monitor calibration calculations were improperly performed for calibrations in 1981 through 1984, but the observed monitor readings recorded for those calibrations were in good agreement with the erroneously calculated values, what assurance do you have that those calibrations were actually performed, and that the monitor was actually in calibration during that time period?
2.
What assurance do you have that other calibrations of the reactor area radiation monitor were actually and properly performed?
3.
What assurance do you have that other calibrations and work performed under your NRC licenses by the individuals involved in the calibrations in question were actually and properly performed in accordance with license requirements?
