Dear Mr. Carter:

Further to our recent conversations concerning the possible transfer of the MSU Triga reactor to the Air Force, we have now been advised that the timing for such a transfer has been delayed (although the transfer itself is still anticipated). I would estimate that we will continue to operate the reactor for at least a year but, if tha transfer is authorized,for no longer than two years.

You may want to reconsider the decision to postpone action on our license renewal in light of these facts.

Incidentally, we are now preparing a revised Emergency Plan pursuant to Mr.

Thomas' request and will submit it before November 1, 1983, in accordance with our aq:'eement.
