SUBJECT:

GENERIC LETTER 92-08 CLOSEOUT REPORT - THERMO-LAG RELATED AMPACITY DERATING ISSUES FOR THREE MILE ISLAND, UNIT 1 (TAC NO.

MA3340)

Dear Mr. Langenbach:

By letter dated June 24,1997, as supplemented by letter dated July 31,1997, GPU Nuclear, Inc., submitted a response to the second NRC Request for Additional Information dated May 8, 1997, related to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," for Three Mile

{

Island Unit 1 (TMI-1). The NRC staff, in conjunction with its contractor, Sandia National i

Laboratories (SNL), has completed its review of the licensee's analytical approach for ampacity l derating determinations. The results of the review are documented in the enclosed Safety Evaluation and attached SNL Technical Letter Report, A Final Technical Evaluation of the Three Mile Island Unit 1 Fire Barrier Ampacity Derating Assessments and RAI Response,"

dated January 6,1998.

On the basis of the subject review and the licensee's commitment to take corrective actions to address the overloaded cable LS6, the staff concludes that there are no outstanding ampacity derating issues as identified in GL 92-08 for TMI, Unit 1. We request that you keep us informed of the results of the corrective actions (monitoring) to address cable LS6 nominal overloading and notify the staff when those corrective actions direct you to replace that cable.

The issues addressed in the enclosed safety evaluation may be looked at in a followup site inspection. This completes our review under TAC No. MA3340.
