A. General The GTRR remains under a safe shutdown condition as stated in Enclosure 2 of referenced letter -

dated August 7,1997. The reactor facility is in compliance with its license conditions and j

. current technical specifications (10CFR50.51(b)). '

B. Activities for the Month

1. Review, comment and finalize the Site Characterization Plan (work in progress).
2. Public information briefing on GTRR decommissioning activities presented in a town meeting, September 8,1997. (See attached report Exhibit 1)
3. Public infonnation planning and strategy meeting held between Georgia Tech Communications Department, NES, Inc., and GTRR Project Manager on September 17,1997 The outcome of this meeting will be a Public Infonnation Plan.

C. Planned Activities

1. Performance and completion of the radiological and hazardous characteriration of the GTRR, October 6 through October 16,1997.
2. Ship the heavy water back to DOE, Aiken, SC, date not ye !kt mined.
3. Respond to USNRC Request for Additional Information on the Georia Tech possession only license application, dated September 16,1997.

September 8,1997 An information briefing on decommissioning of the Neely Research Reactor was presented to representatives of the Neighbortiood Planning Unit E (NPU E), the Home Park Community improvement Association, the Marietta Street Artery Association, the Centennial Homes Community Organization, and other interested citizens at 6:00 PM on Monday, September 8,1997. The meeting I was hosted by Georgia Tech and was held in Room 117 of the Student Services Building. The briefing

! was presented by Bill Miller as part of a general update on campus planning activilles. The following points were covered:

[ 1. The President of Georgia Tech has made a firm decision to decommission the reactor;

2. The reactor fuel, which was removed before the Olympics, will not be replaced;
3. Georgia Tech has applied to the United States Nuclear Regulatory Commission for a Possession Only License, the first formal step in the decommissionh.c program;
4. Georgia Tech has retained a professional consulting firm to assist in decommissioning planning;

, 5. Decommissioning will include removal of all radloactive reactor components within the containment building. Although a schedule has not been developed, Georgia Tech anticipates the work to remove radioactive components will begin in late 1998, pending approval from the NRCl

6. There are iso plans at this time to demolish the contalnment building. The building willlikely be converted to research and academic use.

Following the briefing there were no questions on the decommissioning program. The information was well received by the approximately 35 citizens in attendance. There was no press coverage at the meeting and no follow up appeared in the local media.
