NRC INSPECTION REPORT 070-00008/98003(DNMS)

Dear Mr. Layendecker:

This refers to the inspection conducted on December 15-17,1998, at your West Jefferson, Ohio, site. The purpose of the inspection was to determine whether decommissioning activities authorized by the license were being conducted safely and in accordance with NRC requirements and your license commitments.

The inspection consisted of observations and evaluations of on-going decommissioning activities including reviews of environmental monitoring systems and controls, radiation protection, fire protection, radwaste shipping and storage, and site security programs. The inspection also consisted of examinations of procedures and representative records, and interviews with licensee representatives.

The inspection results indicated that your conduct of licensed decommissioning activities was consistent with the decommissioning plan and NRC requirements. This was evidenced by a safety-conscious work environment which incorporated a well developed health physics 1 program, radioactive material controls, fire protection program, and environmental monitoring )

program. No violations of NRC requirements were identified during this inspection.  ;

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC Public Document Room.
