Cycle 12 Core Performance Analysis

Dear Sir:

The purpose of this letter is to transmit the enclosed report, " Vermont Yankee (VY) Cycle 12 Core Performance Analysis Report," YAEC-1507, for your information. This report presents the Cycle 12 core performance analysis results using methods developed by VY. The methods are described in reports previously submitted to you which were reviewed and approved as described in References (b), (c), and (d). The reports are referenced in YAEC-1507.

Together, these documents form the technical basis for the reload analysis.

The results of the Cycle 12 core performance analysis indicate that the margins of safety provided by limiting conditions of operation specified in

Thus, we have determined, pursuant to 10CFR50.59, that operation of Cycle 12 does not involve any unresolved safety questions, and there is no f need to submit a change to Technical Specifications.

Because of the recent generic resolution of thermal-hydraulic stability-for BWRs using General Electric fuel (Reference (g)), VY intends to implement '

the stability monitoring recommended by General Electric in Reference (f). A license amendment request formally incorporating these stability monitoring

. requirements into the VY Technical Specifications has been submitted in Reference (h). In the event that the Reference (h) proposed change is not approved by. Cycle 12 startup, VY commits to administratively implement stability monitoring. j For all the above reasons, we have determined, pursuant to 10CFR50.59, that there are no unreviewed safety questions relative'to the operation of the Cycle 12 core. This determination has been reviewed by the Plant Operations Review Committee and by the Vermont-Yankee Nuclear Safety Audit and Review Committee.
