INSPECTION NO. 70-36/94-203

Dear Mr. Junkrans:

The Nuclear Regulatory Commission (NRC) conducted a routine inspection of your facility's material control and accounting (MC&A) safeguards program on October 24 - 28, 1994. The inspection consisted of selective examinations of l procedures and representative records, interviews with personnel, and l l observations of activities in progress. The scope and results of the l inspection are summarized in Enclosure 1, and details of the inspection are described in Enclosure 2.

. At the conclusion of the inspection, the findings were discussed with members of your staff. The findings indicate that certain activities violated NRC requirements. Although the failure to meet these requirements has not

! significantly decreased the effectiveness of the safeguards program, we are l concerned that you have not taken aggressive action to correct previously identified enforcement items. Accordingly, three violations and one inspector unresolved item have been imposed. The violations, references to pertinent requirements, and details to be addressed in your response are described in \

Enclosure 3.
