SUMMARY

• Scope: The inspectors examined certain aspects of the licensee's material control and accounting (MC&A) program relating to internal controls. The main focus of the inspection, however, was to examine the licensee's actions with regard to the numerous i inspector follow-up items that remained open from previous inspections.

Results: Within the scope of the inspection, three apparent violations, four inspector follow-up items (IFIs), and one unresolved item I were opened. One violation and five IFIs from previous  :

inspections were closed, and two IFIs remain open pending further actions by the licensee. l

• Arrangements were also made with the licensee prior to the inspection to have 3 members from the Federal Nuclear and Radiation Safety Authorities of Russia - G0SATOMNADZOR (GAN),

accompany the Nuclear Regulatory Commission (NRC) inspection team.

The NRC is working with the Russian delegates to develop a MC&A inspection program in Russia, and the accompaniment gave the Russian delegates the opportunity to observe NRC MC&A inspection practices.
