SUMMARY

OF THE MAY 28, 2020, CATEGORY 1 PUBLIC TELECONFERENCE WITH NUSCALE POWER, LLC TO DISCUSS NUSCALES STANDARD DESIGN APPLICATION CONTROL ROOM STAFFING TOPICAL REPORT-0520-69851 On May 28, 2020, representatives from the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC (NuScale), held a Category 1 public teleconference with NuScale regarding a pre-submittal discussion on Topical Report (TR)-0520-69851, Revision 0, SDA Pre-Application: NuScale SDA Control Room Staffing Topical Report, associated with NuScales proposed Standard Design Application (SDA). Participants included personnel from the NRC, NuScale, and one member of the public. The meeting was to help the NRC staff understand the scope of the planned topical report.

M. Dudek During the meeting NuScale provided information to the NRC regarding the proposed change to the number of control room reactor operators in the NuScale control room. Key topics discussed were:

• Regulatory requirements

• Regulatory context

• TR overview

• Design certification application control room staffing

• Revised control room staffing

• Schedule NuScale discussed the contents of the TR which will include:

• Regulatory acceptance criteria and requirements

• Conditions of applicability

• Input to staffing plan from Human Factors Engineering Program, including task analysis and staffing and qualification analysis

• Analysis of the shift technical advisor (STA) position

• Additional staffing considerations (Regulatory Guide 1.114 and senior reactor operator (SRO) oversight of refueling)

• Staffing Plan Validation Trials

• Revised Staffing Plan Validation Trials During the presentation there were brief discussions about some of the changes. The main change is to reduce the overall number of reactor operators (RO) in the control room from 6 to 3 (one RO and 2 SROs) to operate all 12 modules. The STA position will be retired, and the STA duties transferred to one of the SROs. The Staffing Plan Validation Test Report will be revised, and the Integrated System Validation will remain valid since the human-system interface remains unchanged.

At the end of the teleconference, the NRC staff solicited the public for input. The one member of the public on the bridge line was unable to respond at the end of the meeting and submitted comments subsequent to the meeting which were forwarded to the staff.
