SUBJECT: NRC INSPECTION REPORT NO. 50-219/92-25
This letter transmits the report of the resident safety inspection conducted by Mr. D. Vito for
the period December 15, 1992, through January 18,1993, at the Oyster Creek Nuclear
Generating Station. The inspection consisted of document reviews, personnel interviews, and
observations of activities. Inspectors discussed the findings with you and members of your
staff after the inspection.
Inspector observations during this report period indicate that activities conduc'ed were safe
and conservative. Please note our discussion of the lack of updated Final Safety Analysis
l Report (FSAR) design information related to the torus suction strainers for the core spray
l and containment spray systems. While this issue is of low safety significance, our review
found that you had several opportunities to identify and change this discrepancy since
improvements were made in the FSAR update process in 1990. This failure to update the
FSAR is a violation of NRC requirements as specified in the enclosed Notice of Violation.
You are required to respond to this letter and should follow the instructions specified in the
j enclosed Notice when preparing your response.
l In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and
l its enclosures will be placed in the NRC Public Document Room. The responses directed by
