3) letter from J. H. Mueller, Commonwealth Edison, to U. S. Nuclear Regulatory Commission, dated January 2,1997 This letter transmits, pursuant to 10 CFR 50.90, a supplement to an application for an amendment to Appendix A of Zion Unit I and 2 Facility Operating Licenses, DPR-39 and DPR-48.

Commonwealth Edison (Comed) previously submitted (Reference 1) a proposed amendment that would add a note to the current Technical Specification governing the Combustion Engineering process for sleeving steam generator (SG) tubes. The note would require implementation of the sleeving process enhancements described in Reference 2. The amendment request included annotated and clean copies of the affected page of the current Technical Specifications.

Comed has subsequently submitted (Reference 3) the final supplement (Supplement 9) to the l proposed Zion Station Improved Technical Specifications (ITS). NRC approval and Comed implementation of the ITS is expected to occur prior to NRC approval of the proposed amendment to the SG sleeving specifis stion. Attachment A provides a copy of the affected pages of Supplement 9 to the ITS, annotated to show the proposed changes, and provides a clean copy of the affated ITS pages with the proposed changes incorporated.

This supplement is entirely administrative in that it consists of a format change to the previously proposed amendment. Therefore, the Description and Satity Analysis, the Evaluation of Significant Hazards Considerations, and the Evaluation of Environmental Assessment provided in the original submittal (Reference 1) remain valid.

This supplement to a proposed amendment has been reviewed and approved by Zion Station On-Site and

, Off-Site Review Personnel in accordance with Comed procedures. To the best of my knowledge and belief, the statements contained in this amendment application are true and correct.

Commonwealth Edison is notifying the State of Illinois of this supplement to an application for amendment by transmitting a copy of this letter and its attachments to the designated state official.
