ISSUANCE OF AMENDMENT NO. 23 FOR FACILITY LICENSE N0. R-95 RHODE ISLAND ATOMIC ENERGY COMMISSION RESEARCH REACTOR (TAC NO. M98904)
Dear Mr. Tehan:
The staff of the U.S. Nuclear Regulatory Commission (NRC) has completed its review and evaluation of a change to the Rhode Island Atomic Energy Commission .
Research Reactor Technical Specifications that you proposed in a letter dated '
June 6, 1997. The enclosed Amendment No. 23 change removes the reactor i coolant inlet temperature as a Technical Specification requirement in the Safety Limits and the Limiting Safety System Settings, Section 2.1.1 and 2.2.1 respectively. Also, the amendment adds an existing pool temperature scram in :
Section 3.2 (Table 3.1), in order to be consistent with Safety Limit of -
