-ISSUANCE OF AMENDMENT N0. 15 TO FACILITY OPERATING LICENSE N0 R-95 j
i The Commission has issued the enclosed Amendment No.15 to Facility Operating j
License No.-R-95 for the Rhode Island Atomic Energy Commission. The amendment j
consists of changes to the Technical Specifications in response to your application dated June 2, 1987.
The amendment consists of a change to redefine the restricted area to include the reactor building and adjacent office laboratory wing only, and to exclude the three acre area known as the Nuclear Science Center, which is now included in the restricted ~ area definition..It is also noted in the Safety Evaluation Report that the Emergency Planning Zone in the Emergency Plan should be revised to include the Center for Atmospheric Chemistry Studies, when this building is under construction.
As a separate item, the staff has reviewed, in accordance with 10 CFR Part 50.54(q), the revisions to your Emergency Plan submitted by letter of August 3, 1987, and finds them acceptable. However, we note the revisions to the plan were made in April 1987, but were submitted in August 1987. In the future, please submit 10 CFR Part 50.54(q) changes within 30 days after the changes are made, as required by the regulation.
A copy of the amendment and the related Safety Evaluation is enclosed.
