SUBJECT:
EMERGENCY PLANNING ZONE FOR FACILITY OPERATING LICENSE NO. R-95 The staff has reviewed the coments, in your letter of November 9,1987, regarding the boundary of the emergency planning zone (EPZ) for the research reactor at the Nuclear Science Center. The staff agrees with your comment that the present EPZ satisfier the regulatory selection criteria for EPZs and that the Center for Atmospheric Chemistry Studies (CACS) building lies outside the boundary of the EPZ. The staff concludes that inclusion of the CACS building in the emergency plan for the reactor would not be necessary for the protection of the public health and safety and that it should not be included in the emergency plan. We have issued the attached Safety Evaluation Report to reflect the matter. Therefore, there is no need to revise the EPZ to include l
