ISSUANCE OF AMENDMENT NO. 16 TO FACILITY OPERATING LICENSE NO. R RHODE ISLAND ATOMIC ENERGY COMMISSION The Cossnission has issued the enclosed Amendment No.16 to facility Operating License No. R-95 for the Rhode Island Atomic Energy Connission. The amendment j consists of changes to the Technical Specifications in response to your application dated August 5,1988.

! The amendment consists of a change to clarify the exhaust sources and rates l entering the stack of the reactor building. Also, the staff has performed an evaluation of the doses at the proposed new building for the Center for Atmospheric Chemistry Studies and found them to be a very small portion of the limits established in 10 CFR Part 20.105a.

A copy of the related Safety Evaluation supporting Amendment No.16 is enclosed.
