. SUBJECT: NRC INTEGRATED INSPECTION REPORT NO. 50-443/96-11

Dear Mr. Feigenbaum: l

l On January 13,1997, the NRC completed an inspection at Seabrook Station. The

l enclosed report presents the results of that inspection.-

During the 7-week period covered by this inspection report, your conduct of activities was

L . generally characterized by safety-conscious operations, sound engineering efforts that

!

identified two deign-bases discrepancies in the description of the emergency feedwater ,

system design, and good maintenance and radiological work controls.  !

!'

L However, the NRC was unable to close its review of the Seabrook Generic Letter (GL) 89-

l

10, " Safety-Related Motor-Operated Valve Testing and Surveillance," program,' because of

I insufficient engineering justification for certain design inputs pertaining to motor-operated .j

valve (MOV) performance.  ;

We noted'that your staff committed: (1) to perform dynamic testing of fifteen additional

.

' motor-operated valves during the next two refueling outages as part of your periodic

[ verification program in order to obtain additional site-specific performance data; and (2) to

revise by January 31,1997, your governing GL 89-10 program procedure to strengthen

certain administrative controls for engineering evaluations and dynamic test acceptance

criteria. Our resident inspectors have indicated that as of the date of this letter, your staff

l has not completed the program revision. We request that you submit to us the reasons

that.you did not achieve the program revision by the commitment date as well as your i

updated projected completion date for our review and consideration. Any future regulatory l

action will be based upon staff review of your response letter.
