Fiore111, Reactor Inspector Region III DOW CHEMICAL COMPANY DOCKET NO. 50-264 The licensee did not challenge the position that repair of the stuck control rod switch should have been attempted before resuming reactor operation. He in fact agreed this would have been the appropriate course of action. Since all systems functioned as designed, I do not feel any new or unsafe operating condition existed.

The general attitude of the licensee was one of cooperation. I appreciate his cautious position in that the Dow Company, being one of the larger industrial complexes, is operating the reactor to produce what could be considered proprietary information acquired through research and irradiation of special target materials.

Aside from the above, the overall operation appeared well managed.
