The attached report by our reactor inspector of the preoperational visit to the subject facility on June 20 and 21,1967 is forwarded for informa-tion.

The inopector noted two itema uhich were apparent deviations from the pro-J paced licenoc. These matters have been reported to DRL by the applicant i, in writing. The matter of source strength can better be acacssed from a cafety standpoint during the coarse of our routine review of source-fuel-detector goo.actry early in initial loading operation. At this point, ab-solute variation in source strengths does not appear to be of iutportance from a safety standpoint.

Several deviations froa the application were obacrved. These deviations are reported in Appendix A to the attached report. The applicant is to report on thca in writing to DRL. In our opinion, these deviations are not cafety related and do not represent deviations from the technical spc-cifica tions . On the basia of the above considerations, we do not consider

  • - these deviations to constitute sufficient cause to conclude that the re-actor han not been constructed esocntially as described in the application.

I With the coupletion of the outstanding itcas which the ' inspector has iden-tified in Appendi:: B of the attached report, it is our opinion that the subject facility will have been co2pleted according to the application and that it can be operated without undue risk to the public health and cafety.

The inspector plano to visit the facility on or about June 28 and cubait a TWX report if the outotanding items are satiofactorily completed. Fuc1 loading is now scheduled for June 29.
