No safety items or items of noncompliance were noted.
The inspector has identified an instance of what appears to us to be poor judgment on the part of the licensee. The malfunction of the control rod actuating switch should have been repaired inuse-distely. We have discussed the matter. tith licensee management and we feel that he recognizes the significance of the matter.
In terms of the reactivity insertion rate involved and due to the transient characteristics of TRIGA fuel we do not feel that the two unplanned reactivity insertions constituted a safety problem.
