, CO:III:JGC The following portions of this report have been discussed and satisfactor-ily resolved with Mr. T. F. Flood of DRL.

1. Interpretation of reactivity worths of in-core experiaents.
2. Interpretation of water conductivity sampling requircaenta.
3. Deviations to the SAR arc itcaized in Appendix A to the attached report.

Based on observations of the condition of the reactor facility, discus-sions uith a2nago: tent, and revicu of the supporting adainistrative arrange-acnts, I feel that the reactor will be in readiness for startup upon coa-piction of the itcas listed in Appendix B to the attached report and can be operated at the proposed sito with reasonabic assuranc that the health and safety of the public will not be endangered. '

Ho itens of safety significance were noted. Several deviations from the SAR ucro found, however, they do not appear to represent a potential nu-cicar safety hazard. These itcas were discussed with Mr. Flood who ad-vised that the applicant provide a letter to DRL listing those noncon-formances acconpanied by appropriate justification and/or analyses. The applicant usa informed of Mr.cFlood's position by phouc.

It uas evident in the review of the applicant's operating procedurcs, that considerabic effort, integration and organization had gone into developing an overall prograa to support the operation of the reactor. Even in this initial phase, a coaprehensive operator training prograa is in practice.

Tho. applicant stated that reactor operations would be governed by the saae high industrial work and proficiency standards which are applied to other Dow Chemical Company facilitics.

It is nost likely that the final inspection will be made on June 28 and 29, 1967. When the outstanding natters are satisfactorily resolved, a TWX will be dispatched to C0 cuamarizing the inspector's findings.
