Dear Mr. Hind:

Receipt of your letter of July 12, 1978 indicating the Notice of Viola-tion issued to Dow by your Region III office is hereby acknowledged. Accordingly, enclosed is Dow's written statement in response to the items listed as in noncompliance with NRC requirements. Corrective action was taken in each instance shortly after the results of the inspection were made known to Dow and are designed to prevent noncom-pliance in the future. Be assured that Dow management views with concern this NOV and the items cited by the NRC inspection team as appearing to be in noncompliance from the January 10-12, 1978 inspection. In that regard, I have per-sonally toured the TRIGA facility to assure myself of the accuracy of  ; Dow's written statement. Furthermore, it is noted with appreciation that the NOV was issued from your office and not the headquarters { office.
