LICENSE NO. DPR-71 SPECIAL REPORT PER TECHNICAL SPECIFICATION 3.7.8 AND PURSUANT TO TECHNICAL SPECIFICATION 6.9.2 (1-SR-84-7)

Dear Mr. O'Reilly:

During Unit 1 power operation, concurrent with Unit 2 preoperational testing following a unit refueling / maintenance outage, a Unit 1 fire barrier LCO was initiated on September 24, 1984, for a fire door in the units' common Emergency AC Diesel Generator Building.

The subject fire door, No. 214, is located at fire barrier penetration seal No. DG-3-400 on the 50-foot north elevation of the building. Door No. 214 provides personnel access to the elevation from the northern stairwell of the building. The involved LCO was initiated due to the inability of the door to properly open and close as a result of excessive differential pressure -

conditions at the door. On October 1, 1984, the specified seven-day time frame of the LCO was exceeded. Until resolution of the excessive differential pressure condition affecting fire door No. 214, the involved LCO and appropriately stationed fire watches will remain in effect.
