SUBJECT:

SUMMARY

OF APRIL 28, 2020, TELECONFERENCE WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2020-LRM-0034)

On April 28, 2020, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (the licensee) via teleconference. The purpose of the meeting was to discuss a planned relief request for the Donald C. Cook Nuclear Plant (CNP), Unit Nos. 1 and 2. The application would request relief from the examination frequency requirements of American Society for Mechanical Engineers (ASME) Code Case N-729, Alternative Examination Requirements for PWR Reactor Vessel Upper Heads With Nozzles Having Pressure-Retaining Partial-Penetration WeldsSection XI, Division 1. The meeting notice, dated April 17, 2020, and agenda are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20108F631. A list of attendees is provided as Enclosure 1.

The licensee indicated that relief would be needed for CNP if the update of Title 10 of the Code of Federal Regulations (10 CFR) 50.55a, Codes and Standards, with N-729-6, was not issued prior to the Fall 2020 outage. The NRC staff indicated that the 10 CFR 50.55a update was expected to be published on May 4, 2020, and that the new rule would become effective 30 days from publication. The licensee indicated that it would consider delaying submitting the proposed relief request until June 1, 2020.

No members of the public participated in the meeting. No regulatory decisions were made at this meeting.
