SUBJECT:
SUMMARY
OF OCTOBER 30, 2024, MEETING WITH INDIANA MICHIGAN POWER COMPANY TO DISCUSS POTENTIAL CHANGES TO THE EMERGENCY PLAN FOR DONALD C. COOK NUCLEAR PLANT, UNITS 1 AND 2 (EPID L-2024-LRM-0123)
On October 30, 2024, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (I&M, the licensee) via teleconference. The purpose of this meeting was for I&M to provide information on a planned license amendment request (LAR) for the Donald C. Cook Nuclear Plant, Units 1 and 2 (CNP, D.C. Cook), related to revising the CNP Emergency Plan (EP). The meeting notice and agenda dated October 15, 2024, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24303A438. The licensee indicated that the potential license amendment would revise the CNP EP to incorporate the following changes to the Emergency Response Organization (ERO):
Align D.C. Cook on-shift and augmenting staff to the guidance provided in NUREG-0654/FEMA-REP-1 Revision 2, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants, dated December 2019 (ML19347D139).
Changes to On-Shift and Augmented ERO Staff.
Extend full augmented ERO response times from 60 minutes to 90 minutes.
Revise Drive-in Drill frequency from annually to once per 8-year cycle.
The licensee indicated that much of the potential LAR would focus on aligning the CNP EP with NUREG-0654/FEMA-REP-1, Revision 2. As feedback, the NRC staff:
indicated that the staff did not accept other applications for review where the licensee did not provide the side-by-side comparison of the current emergency plan against the requested emergency plan; and stressed that the term reductions in effectiveness should only be applied when referring to the current emergency plan. Differences between a proposed new emergency plan and NUREG-0654/FEMA-REP-1, Revision 2, should be considered as alternatives to NRC guidance.
The licensee currently plans to submit the LAR in the 1st Quarter of 2025. The NRC staff appreciated that the licensee held the meeting with sufficient time in the development process so that any staff comment could be considered in the application.
No members of the public had questions or comments during the meeting. No regulatory decisions were made at this meeting.
