AFFIDAVIT OF C. THOMAS BRANDT REGARDING REEVALUATION OF POLAR CRANE PROPOSED INITIAL DECISION I, C. Thomas Brandt, being first duly sworn do depose and state as follows: I am employed by Ebasco Services at Comanche Peak. I am familiar with the QA Program at Comanche Peak, including the dispcsition of nonconforming conditions. A statement of my educational and professional qualifications was received into evidence as Applicants' Exhibit 141A.

This affidavit responds to the Licensing Board's request that Applicants provide CASE information as to the completion of its reevaluation of shims with clipped fingers associated with the polar crane. (While the Board ruled that the issue was 9

l closed (Proposed Initial Decision of July 29, 1983 at p. 19), the Board later requested that Applicants provide information on the reevaluation of the shims in an " effort to compile a complete record" (Memorandum and Order of September 23, 1983 at p. 42).

All Unit 1 centainment polar crane finger shims originally installed for compliance with original design requirements were removed and inspected. During that inspection, ten shims wers found to have clipped fingers. While this did not appear to create any adverse impact, Applicants chose to replace the ten clipped shims rather than to conduct an engineering evaluation of their adequacy. These ten shims have been replaced.
