AFFIDAVIT OF ALECK W. SERKIZ I, Aleck W. Serkiz, do depose and state as follows:

Q1. What is your name and the purpose of your testimony?

A1. My name is Aleck W. Serkiz. The purpose of my testimony is to provide part of the explanation requested by the Board in its Memorandum of September 18, 1985.

Q2. By whom are you employed and what are your responsibilities?

A2. I am employed by the U.S. Nuclear Regulatory Commission. My posi-tion is Senior Task Manager, Generic Issues Branch, Division of Safety Technology, Office of Nuclear Reactor Regulation. One of my principal responsibilities is to manage the resolution of Unresolved Safety Issue (USI) A-43, " Containment Emergency Sump Performance."

Q3. Have you prepared a statement of your professional qualifications?

A3. Yes, a copy of my professional qualifications is attached to my affidavit.

How does the Applicants' analysis reviewed by the Staff in Supplement ,

9 of the Safety Evaluation Report relate to USI A-437 A4. The analysis methods utilized by the Applicants for estimating debris transport potential were based on models developed for the resolution of USI A-43. The Applicants' analysis was evaluated by the Staff and found to be consistent with USI A-43 findings. The Staff's evaluation of paint debris blockage effects and insulation debris effects are I participated provided in pages L-2 to L-6 of Comanche Peak SSER 9.

PROFESSIONAL QUALIFICATIONS Aleck W. Serkiz My name is Aleck W. Serkiz and I am employed as a Senior Task Manager in the Generic Issues Branch, Division of Safety Technology, U.S. Nuclear Regulatory Commission, Washington, D.C. I have held this l position since April 1981 and am responsible for managing efforts related to the resolution of the Unresolved Safety Issue A-43, Contain-ment Emergency Sump Performance.

I received my Bachelor of Science Degree in Mechanical Engineering from Clarkson College of Technology in 195c and attended the University of Cincinnati graduate school in 1958-1960. I am also a registered Professional Engineer in Ohio and Pennsylvania.

Prior to joining the Generic Issues Branch, I was employed in Divi-sion of Reactor Safety Research, Office of Nuclear Reactor Regulation, NRC for 71 years in the position of Senior Nuclear Engineer, Section LeaderandBranchChief(Acting). During those years I planned and supervised experimental research programs directed at resolving thermal hydraulic questions associated with the loss-of-coolant accident phenomena.

I joined the Atomic Energy Commission in 1973, being employed by the Division of Reactor Licensing. Prior to government employment I was employed at Battelle Memorial institute - Columbus Laboratories and by the General Electric Company. I have accumulated 28 years of experience in engineering, project management and supervision; 17 of those years have been in the private sector. Most of my experience has been related to power systems (both nuclear and non-nuclear), nuclear safety related research and reactor licensing.
